Validation and Coalition Formation
Building a sounding board of Illinois residents enrolled in out-of-state hybrid JD programs to establish credible coalition data and decision drivers. [In Progress]

Narrative Development
Framing around workforce development, economic growth, and geographic equity, aligned across insurance, healthcare, education, and small business sectors.

Phase 3
Stakeholder Engagement
Engaging law schools, university systems, bar associations, and regional employers. Positioning hybrid expansion as additive to existing programs, not disruptive.

Phase 4
Policy Integration
Stakeholder roundtable by Fall 2026. Validated findings fed into the Illinois State Attainment Working Group. Pilot cohort launched at SIU Carbondale.
